In Burnout Paradise PS3 how do you fix the glitch of when the brakes are always on?

The glitch happens on every car, every time you play the car, with different controllers, and makes driving fwd cars boring, yet alone rwd cars. It makes winning offline races difficult, yet alone online ones. The brakes are constantly on, without you applying the brake on.
