No ex post facto law or bill of attainder shall be enacted.( any can explain this please.! what does it mean?)

It means no bill can be ped to affect something after it has already occurred. Ex post facto = after the fact. If something is legal today and you do it, a law ped tomorrow outlawing it will not affect you.
