My boyfriend doesn't want to continue college, but needs a good job to move out. Are government jobs any good?

Hey there from Paterson, New Jersey, my boyfriend is 21 and he's looking for a job right now. The highest education he has currently is his high school diploma and some type of certificate in human services since that's his major. He's been having a hard time in college because of remedial cles and financial issues. I'm 19, it's my second year, and I plan on staying in college. We both want to move out together. I want to continue with college, and he doesn't. This is why he wants to get himself a job, so he could move out, rent an apartment in hopes that I could move out with him :) Neither of us like living with our parents. LONG STORY SHORT, he's looking for a good paying job and I heard from a friend that Government jobs are pretty good and don't require you to have graduated from college, is this true? Because I know that there are some people who haven't graduated from college and they're making it pretty good. We've been looking around everywhere and I, as well as my boyfriend, would be very thankful if anyone could suggest where or what to look into. Hope this question wasn't confusing. And a "thank you" to everyone in advanced for all your answers and help <3
