Is this an easter egg in GTA San Andreas?

This is for PS2: I was bored and was playing around. I saw a man just walking around. I followed him cause he looked different. He walked around and melted like water when he took me to the cemetary. He had gray skin. He also had like a cape. I than teleported when I walked to where he was. I was falling from the tall building. I than died. I was mad. Also another easter egg: People were made at a far, far place from the place you play at. They fell from the sky and than landed into the ground but sunk threw it. I only saw one man that had a shirt and hat that said "owner" on it. I couldn't kill him. I even shot a bazooka at him. I hit him. with a helecopter. I also shot at his head. Nothing. He walked headless. He never ran away from me or talked. I was like woa. I saw no houses or anything. Just trees and sand and falling people. I left him alone. I than went home. Oh I also marked it and it said, "Not avalible to save"
