Is it illegal in illinois to attempt to combust a vehicle fuel tank with explosives?

In Illinois he would need a permit for explosives. You need one there to buy them or use them. So with out that he would be in violation of IL. law. They come in different cl's. You could file a complaint and have him denied a fireworks permit next year. Then if he had them he could be arrested for that. Those that do not need a permit are low power noise makers and I dout they would do damage.
